 Introduction
"For the Community by the Community" is the motto of VP CAP, a neighbourhood security initiative which operates on the northern side of Victory Park. It was initiated by residents in the area who provided the initial start-up capital and is now funded by their monthly subscriptions. Since its inception in March 2008 VP CAP has achieved a 90% success rate in combating crime in the area.

The financial logistics of keeping the VP CAP response vehicle and its highly trained personnel on our streets is entirely dependent on the continued support of residents and business owners in the demarcated Victory Park area. If you are not already subscribed, we hope that you will join this vital security initiative by downloading a subscription form and signing a monthly debit order. You will also be required to submit information that will assist our voluntary VPCAP Committee in their application to the Johannesburg Metro Council to register our area as a City Improvement District (CID)

HOW VP CAP OPERATES

The function of CAP is to protect the public spaces and the environment in our neighbourhood, utilising the VP CAP response vehicle which patrols our streets 24/7/365 to monitor suspicious activity and CAPture criminals. In addition to the specialised Tactical Response Officers (TRO's) who man the response vehicle, our streets are also monitored by on-foot spotter guards who are in continuous radio contact with the Quemic central control room. VPCAP Tactical Response Officers (TRO's) are highly trained and remunerated above security industry norms.

CAP utilises a proven, proactive methodology which includes a combination of observation, early identification, intelligence gathering and unrelenting surveillance. Aligned with its stated objective of a security initiative "For the Community, by the Community", the CAP intelligence gathering strategy is reliant on residents making regular calls to the CAP Control Centre to report suspicious and criminal activity.

CAP has a highly effective investigative team who collate data pertaining to crimes that have occurred in CAP areas. Information such as emerging modus operandi, high risk days and times etc is collected and analysed. This is done to achieve maximum disruption / reduction in contact crimes in CAP areas. The information is shared with SAPS and this centralised intelligence often leads to arrests of criminals and the breakdown of various gangs operating within our suburbs.

CAP INCIDENT COMMAND AND CONTROL CENTRE (ICCC)

The centralised CAP Control Centre is the nerve centre of its operations. It operates on centralised call no 086 18 000 18,twenty four/7/365. A call to this number, assures CAP subscribers who are either threatened by criminal activity or suspicious that criminal elements might be operating in the area, of the immediate dispatch of a response vehicle. The ICCC has direct access to the SAP and all medical and emergency services.

The ICCC also sends out SMS alerts to all residents as well as SAPS duty officers advising them to lookout for a vehicle or individuals wanted for recent crimes. Given that these alerts are read by more than 50 000 people, they often lead to the arrest of wanted criminals.

HISTORY

CAP an acronym for Community Active Protection was conceptualised as a proactive response to unrelenting crime in the Glenhazel area. It was implemented in 2006. As a result of its resounding success in pre-empting, preventing and combating crime, the model was soon replicated with great effectiveness in Sydenham and Waverley. Other suburbs such as Oaklands, Orchards, Houghton, Linksfield, Senderwood, Melrose, Birdhaven, Victory Park, Gresswold, Saxonwold, Highlands-North, Sandown and Strathavon have followed suit, with equally positive results.

Each CAP initiative operates a (non-profit) section 21 company. VP CAP is run by a small committee that is comprised of volunteers from the community. Committee members are motivated by a commitment to creating a zero tolerance to crime neighbourhood and receive no remuneration for their involvement. The documented success of the CAP model in all of the areas in which it has been implemented provides irrefutable evidence that ordinary citizens can mount an effective response to the seemingly insurmountable challenge of crime, simply by working together. Statistics show that CAP is streets ahead, when it comes to keeping subscribers as safe as houses!

CITY IMPROVEMENT DISTRICT (CID)

The Johannesburg Metropolitan council has made provision for City Improvement Districts (CID) in which residents make mandatory payments on their rate bills to cover the costs of additional cleaning and security services. In terms of CID legislation residents are compelled to pay additional rates of between R300 - R800 per month, over and above their rates and municipal service bills. In order for a CID to come into being there has to be a 51% approval by residents. The main benefit of Victory Park being declared a CID is that with a greater number of contributors, monthly contributions are likely to decrease.
